Sen. Rick Scott Leads Legislation to Extradite Fugitives Harbored in Communist Cuba

WASHINGTON, D.C. – Today, Senator Rick Scott and Senator Ted Cruz announced the introduction of the Frank Connor and Trooper Werner Foerster Justice Act to demand the immediate extradition to the U.S. of convicted felons Joanne Chesimard, who remains on the FBI’s list of Most Wanted Terrorists, and William “Guillermo” Morales, fugitive bomb maker for the Armed Forces for National Liberation who is also wanted by the FBI, along with all other fugitives given safe haven in Cuba. This legislation holds the Communist Cuban regime accountable for its legal obligations under existing treaties and prohibits the use of International Narcotics Control and Law Enforcement (INCLE) funding for programs while Cuba remains noncompliant. Secretary of State Marco Rubio previously led this legislation while serving in the U.S. Senate.


Senator Rick Scott said, “The despicable Cuban regime continues to prove that it cannot be trusted by the United States or freedom-loving nations around the world by allowing safe haven to some of the United States’ most wanted fugitives who have committed heinous crimes. Now that President Trump and Secretary of State Marco Rubio are in charge, the United States is done turning a blind eye to the evil regime’s blatant disregard of U.S. law, threats against the U.S. national security and oppression of the Cuban people. I’m glad to see they are already taking significant action to reverse the Biden-Harris administration’s dangerous appeasement policies, holding the regime accountable and bringing a new day of freedom to the people in Cuba. I’ll keep working to do the same in the Senate with legislation like the Frank Connor and Trooper Werner Foerster Justice Act to make clear the United States will not rest until these fugitives are extradited and justice is served.”
